BPR prohibits the application of four silver compounds in the food contact field

On March 8, 2021, the European Chemicals Agency (ECHA) issued a statement stating that its Subsidiary Biocidal Products Committee (BPC) banned the application of four silver compounds in the food contact field (PT4). The substance information is as follows:

· Silver-zinc zeolite (CAS 130328-20-0) (zeolite series)

· Silver zeolite (CAS 130328-18-6) (zeolite series)

· Silver copper zeolite (CAS 130328-19-7) (zeolite series)

· Silver hydrogen sodium zirconium phosphate (CAS 265647-11-8) (Zirconium phosphate series)

Regarding these existing active substances, the committee concluded that when activated carbon water filters containing silver-containing active substances are used, the risk to human health is unacceptable. People may come into contact with these substances through drinking water or food made with filtered water. These substances can also be used to process polymers, such as kitchen utensils, such as cutting boards.

At present, the treatment of food contact materials with antibacterial compounds and the development of new active packaging have attracted more and more attention, especially in the application of nano-silver, zinc oxide and copper. BPC’s opinions on this assessment will be announced on the official website in the near future. The next meeting is scheduled for June 2021.

This means that the above four antibacterial agents are no longer available for food and drinking water contact materials in the EU.

The Bactericidal Products Committee (BPC) has passed a resolution in 2018 stating that the three active substances silver zeolite, silver copper zeolite and silver hydrogen sodium zirconium phosphate are not approved for use in PT2 and PT7 type products because their effects are not sufficiently proved.

And for the four antibacterial agents after the resolution:

· Silver-zinc zeolite of product type PT2, PT4, PT7 and PT9

· Silver zeolite of product type PT4 and PT9

· Silver copper zeolite of product type PT4 and PT9

· Product type PT4 and PT9 sodium silver hydrogen phosphate zirconium phosphate

The European Union is discussing whether to remove them from PT4 and PT9. At present, the European Union has decided in March 2021 to remove the above-mentioned four antimicrobial agents from PT4, and PT9 has not yet been finalized.

The EU BPR divides biocidal products into 22 categories, referred to as Product-types (PT).

According to the latest resolution of BPR, the available fields of several inorganic antibacterial agents are shown in the following table:

Available areas Silver-zinc zeolite Silver zeolite Silver-copper zeolite Silver hydrogen sodium zirconium phosphate Glass antibacterial agent

PT2: Disinfectant and algicide not directly used for humans or animals
