Developer Tanya Ragan Shares How Early Investment Helped Revitalize the West End of Downtown Dallas

The West End’s evolution from a fading entertainment district to a functioning neighborhood reflects early investment and coordinated leadership. Developer Tanya Ragan helped drive safety improvements, restore historic assets, and organize institutional owners around a shared vision that set the stage for the district’s resurgence.

Developer Tanya Ragan, founder of Wildcat Management, played a role in the district’s early turnaround through investment, historic preservation, and district‑level leadership.

Ragan became involved in the West End after completing major redevelopment work in the Dallas Farmers Market District. Her earlier efforts included helping organize property owners around the privatization of the city‑owned market and leading the relocation of the historic Liberty State Bank Building. “Coming out of the Farmers Market work, we had built real momentum,” Ragan said. “I started looking for the next place where early investment could make a difference.”

Before acquiring property in the West End, Ragan worked with former Dallas Police Chief David Brown on a broader issue affecting all of downtown: the lack of 24/7 police coverage. At the time, Dallas was the only major city in Texas without round‑the‑clock coverage in its central business district. Their collaboration helped lead to continuous patrols, a foundational shift for downtown redevelopment.

Ragan later acquired the historic Purse Building on Elm Street in the Government District, adjacent to the West End. The property, which had sat vacant and distressed for years, predated the corridor’s current wave of investment.

She spent several years restoring the structure, peeling it back to the shell and rebuilding it as a modernized adaptive‑reuse project.

As redevelopment progressed in the area surrounding the Government District and West End, Ragan restructured the West End Association and became chairman, helping align institutional owners around shared goals. The district’s property owners also funded a dedicated public safety program, making the West End the only neighborhood in downtown Dallas with its own patrol.

In recent years, the district has shifted from a tourist‑driven area to a functioning neighborhood. Office buildings have been converted to residential use, a new city park has opened, and the adjacent government district has added thousands of daily visitors through centralized county services.

“Newer residents and investors see the West End with fresh eyes,” Ragan said. “They see the walkability, the historic character, and the opportunity.”
