RE.: Resignation of a Director

I am writing you as Attorney-in-fact of Telecom Argentina S.A. (“Telecom Argentina” or the “Company”) to inform you that yesterday afternoon, a note from Doctor Luca Luciani was received to submit his undeclinable resignation to his Director’s position of the Company per personal reasons.

The Board of Directors of Telecom Argentina will consider the resignation submitted by Dr. Luciani at the first meeting that will be celebrated.
